Why Sovereign AI

Sovereign by architecture, not by promise.

In a regulated market, the organisation that relies on an AI output carries the accountability for it. That only works if you control the data, the models, the evidence and the decision. AiVACO builds AI and data systems that make that control real.

What sovereign AI means

Sovereign AI means you decide where your data lives, which models are allowed to touch it, who can see the outputs and how long the evidence is kept. Nothing leaves your environment unless you choose to let it. For pharmaceutical manufacturers, schools, trusts, government departments and other regulated organisations, that is not a technical preference. It is the condition for using AI at all.

"AI can assist the decision. It does not transfer accountability for the decision."

The four pillars of sovereignty

Data, model, evidence, decision. Control all four or you control none.

01

Data sovereignty

Your corpus never leaves your environment. Data is encrypted at rest and in transit, customer held keys are supported, and AiVACO does not fine tune models on customer data, which removes an entire class of risk.

02

Model sovereignty

AAP reaches every model through a model agnostic gateway. You choose which models are permitted, swap them by configuration rather than code, and are never locked into a single AI vendor. Open weight models run locally for the strictest environments; frontier models can run inside your own tenancy where policy allows.

03

Evidence sovereignty

Every output, refusal and decision is written to an append only, hash chained audit trail inside your environment. The record is yours, it is tamper evident, and it can be reconstructed for an inspector years later.

04

Decision sovereignty

AI never holds accountability. Above the lowest risk tier, a named and qualified person accepts residual risk by electronic signature before an output is used.

Deployment options

Two tiers. Zero egress in both.

Flagship

Tier 1: Sovereign on premises

Where it runsInside your network segment or data centre
ModelsOpen weight models served locally behind the gateway, with a local embedding model
Data egressZero egress by network architecture, verified at installation qualification. Air gap capable
Best forStrict data residency, highly sensitive or classified environments, GMP manufacturing sites

Tier 2: Private cloud in your tenancy

Where it runsInside your own cloud tenancy or private network
ModelsFrontier or open weight models within your tenancy, under zero data retention and no training terms
Data egressPrivate endpoints only, no public internet path
Best forOrganisations with cloud first estates that accept in tenancy processing

Model provenance matters in regulated procurement. By default we recommend models with European or US provenance for flagship deployments and benchmark alternatives where your policy allows.

How "local" is enforced

Designed controls, layer by layer.

Kept scannable for security reviewers. The full vendor assessment pack is available on request.

Network
Deployment inside your network segment or private cloud. Default deny egress at firewall level. No telemetry and no call home. Egress rules verified at installation and monitored continuously.
Identity and access
Single sign on through your identity provider (Entra ID, SAML or OIDC). Role based access. Least privilege service accounts. Electronic signature binding designed in alignment with 21 CFR Part 11 and EU GMP Annex 11.
Data
AES-256 encryption at rest, TLS 1.3 in transit, customer held keys where required. The corpus never leaves your environment.
AI specific threats
Retrieved content treated as untrusted. Separation of instructions and data. Every output validated by the deterministic engine before release. Jailbreak attempts logged as incidents. Model files hash verified at deployment.
Supply chain
Software bill of materials, dependency scanning, signed containers and reproducible builds. Vendor assessment pack for your security review.
Platform assurance
GAMP 5 lifecycle. Penetration testing before first production deployment and annually thereafter. Tamper evident audit trail.
The value: build once, govern every use case

The economics of assurance change when the control is deterministic.

Validating every AI tool as if it were a critical system is slow, expensive and repeated each time a model changes. With AAP, you validate the deterministic layer once. Each new use case is then governed through the same pipeline: a content pack, a rule set, a tier mapping and an accountable owner. New uses are added by configuration rather than by a new validation project, and the evidence survives a change of model.

Faster approval

Quality, compliance and safeguarding teams can approve AI use because they can see and test the control.

Lower validation burden

Validate the control layer once and govern new use cases by configuration.

Inspection readiness

Evidence is produced as a by product of operation, not assembled after the fact.

Vendor independence

Models are swappable commodities. Your assurance does not depend on any one of them.

Protected data and IP

Sensitive, personal and commercially confidential information stays inside your environment.

Why it matters in each market

Sovereignty is non negotiable, for different reasons.

MarketWhy sovereignty is non negotiable
Pharma and Life SciencesBatch records, deviations, specifications and regulatory submissions are controlled records with data integrity obligations. Confidential process knowledge is core IP.
EducationPupil and student data deserves the highest protection. Content presented to learners must be accurate, age appropriate and traceable to approved material.
Government and Public SectorCitizen data, classified information and public trust demand that the state controls where data is processed and can explain how AI influenced a decision.
Other regulated marketsExport controls, patient data, model risk rules and critical infrastructure obligations all require demonstrable control over data and AI behaviour.

Keep your data, your models and your evidence where they belong.
